Constitution and Amendments

Diablo Adult Soccer League (DASL)

 

I. NAME
This organization shall be known as:
DIABLO ADULT SOCCER LEAGUE, INC. (DASL).

II. PURPOSE
The purpose of DASL shall be to develop, promote, and govern the game of soccer among adult men over 30 years of age and adult women over 25 years of age. DASL encourages all players to participate equally in the game of soccer.

III. MEMBERSHIP
A. Any person who plays on a soccer team associated with DASL is eligible for general membership.

B. Honorary members will be recommended by the Board of Directors and approved by a majority of the voting membership at the next General Membership meeting.

C. All members shall abide by DASL's Constitution, By-laws, disciplinary guidelines, rules and regulations set forth by the Board of Directors, and all applicable rules and regulations for any organization which DASL may affiliate.

IV. AFFILIATION
A. DASL is not affiliated with any other soccer league.

B. DASL may affiliate with any association upon approval of a majority of the voting membership at the Annual General Membership meeting.

V. BOARD OF DIRECTORS
A. The Board of Directors (DIRECTORS) shall be DASL's governing body and shall serve without remuneration.

B. The DIRECTORS shall be composed of the officers according to Article VI and one elected representative from each member city. Each member city shall also select an alternate representative who shall serve in the absence of the elected representative. It is preferred, but not required, that the alternate representative be of the opposite gender as the elected representative.

C. No Director member may concurrently serve as a city representative and an Officer. Not more than one (1) elected Director shall be a member of the same team.

D. The officers shall be elected by the members in good standing at the Annual General Membership meeting.

1. Nominations may be made from the floor in addition to those presented by the Nominating Committee.
2. Election shall be made by a simple majority of the votes cast for each office.
3. Officers shall assume their office on JUNE 1st, following their election.
4. The term of office shall be one year.

E. The DIRECTORS shall meet monthly as scheduled by the president.
1. All meetings shall be open to the general membership.
2. A quorum shall be at least fifty percent ( 50%) of the DIRECTORS and at least two (2) DIRECTORS must be city representatives.
3. Each DIRECTOR shall have one vote, the president shall vote only in the event of a tie.
4. All meetings shall be conducted in accordance with Robert's Rule of Order. This includes all meetings of any formed committees.

F. The DIRECTORS shall be responsible for.
1. Enforcing the Constitution, By-laws, Rules and Regulations of DASL.
2. Sanctioning the divisional alignment of teams.
3. Sanctioning the scheduling of games.
4. Determining DASL policy.
5. Conducting or delegating all DASL business between General Membership Meetings.
6. Auditing the annual financial statements for DASL.

VI. OFFICERS

A. PRESIDENT
The PRESIDENT is the principal officer of DASL. The president shall conduct all the meeting of the DIRECTORS and the General Membership; carry out all By-laws, Rules and Regulations of DASL; sign checks in combination with either the treasurer or vice president; and serves as parliamentarian.

B. VICE PRESIDENT
The VICE PRESIDENT assists the president and serves in the absence of the president. The V.P. shall sign checks in combination with either the president or treasurer; chair the realignment committee and distribute new league schedules; collect and retain all game cards; submit final league standings; and maintain league insurance policy.

C. TREASURER
The TREASURER keeps an accounting of all financial matters. The treasurer shall regularly report all financial matters to the DIRECTORS in a manner in accordance with generally accepted accounting principles; sign checks in combination with either the president or vice president; deposit all receipts into DASL's bank account; maintain DASL's bank account; pay all bills authorized by the DIRECTORS; prepare the annual fiscal financial budget; and issue an annual financial statement for the Annual General Membership Meeting.

D. SECRETARY 
The SECRETARY keeps a written record of all DASL activities. The Secretary shall prepare and maintain accurate minutes of all DASL meetings; handle all general correspondence; maintain and update DASL's Constitution, By-laws, Rules and Regulations; give notice of DIRECTOR'S and General Membership meetings as required by the Constitution and By-laws; arrange facilities for all General Membership meetings; and distribute minutes of the last DIRECTORS meeting to each DIRECTOR within twenty (20) days after the meeting.

E. DISCIPLINARY COMMITTEE CHAIRPERSON
The DISCIPLINARY COMMITTEE CHAIRPERSON shall preside over all meeting of the Disciplinary Committee; keep and maintain records on any disciplinary action taken against either any team or player, collect player passes from a player receiving a red card and return the player pass to the player's team representative after the appropriate disciplinary action has been taken; and notify the player, and the player's team representative and the player's city representative of any disciplinary procedure being taken against a player, and/or a team. Writing and maintaining the leagues FIFA rules exception list. It will be an addendum report listed in the constitution and posted on the league website.

F. LEAGUE REGISTRAR
The League Registrar is to maintain registration of all members and teams; maintain a data base of membership and team rosters; and keep waiver/release form records.

VII. GENERAL MEMBERSHIP MEETING

A. All meetings shall be conducted in accordance with Robert's Rule of Order. This includes all meetings of any formed committees.

B. The Annual General Membership meeting (AGM) shall be held on the third Wednesday of May each year.

C. Additional Annual General Membership meetings may be held either when requested by the DIRECTORS or when requested by at least ten percent (10%) of the membership, submitted by written petition, and may only consider those actions for which the meeting was either convened or petitioned.

D. Additional General Membership meetings must be announced to all members at least ten (10) days before the meeting date.

E. Any proposed changes to either the Constitution or By-laws must be submitted, in writing, to all team representatives at least thirty (30) days before the meeting date in which they are voted upon.

F. At all General Membership meetings, each attending member shall have one vote.

G. At all General Membership meetings, either ten percent (10%) of the members or twenty (20) members, which ever is smaller, shall constitute a quorum.

H. A simple majority of those present shall be sufficient to decide all issues except as provided in Article IX of the Constitution.

I. All teams must have one representative at the AGM or pay a fine of $50 prior to the start of the following season.

VIII. DISSOLUTION

Should DASL be dissolved, all remaining assets after paying all debts shall be equally divided among the teams in DASL at the time of dissolution.

IX. AMENDMENTS

The Constitution and By-laws shall be amended by at least a two-thirds vote of the members attending any General Membership meeting provided the announcement of the meeting indicates that an amendment to either the Constitution or the By-laws would be proposed, and a quorum is present.

THE DIABLO ADULT SOCCER LEAGUE, INC
BY-LAWS

THE PURPOSE OF DASL IS TO PROMOTE AND ENCOURAGE THE PARTICIPATION AND ENJOYMENT OF CO-ED SOCCER FOR MEN OVER THE AGE OF THIRTY, AND FOR WOMEN OVER THE AGE OF TWENTY-FIVE. THE MEMBER TEAMS AGREE BY THE ADOPTION OF THIS CONSTITUTION AND BY-LAWS THAT ALL PLAYERS SHALL PARTICIPATE EQUALLY AND THAT NO SPECIAL PREFERENCE SHALL BE GIVEN IN THE RECRUITMENT OF PLAYERS OR TO PLAYER'S TIME ON THE PLAYING FIELD.

I. GEOGRAPHICAL AREA
DASL shall consist of teams from cities located within Central Contra Costa County and Alameda County north of Interstate Highway 580, confined to the Diablo Valley Corridor.

II. ENTRY OF A NEW TEAM
Any new team may apply to join DASL provided that the team is from a city within DASL's geographical area. The DIRECTORS shall review all applications and either approve or decline the application. To assist in the application review, the DIRECTORS will require a recommendation from either the city representative, if the new team is applying from a city currently represented in DASL, or the Vice President, if the new teams is applying from a city not currently represented in DASL. The recommendation will take into consideration the resources, such as fields and referees, available to the new team. A new team must be voted upon before the recommendation of Realignment by the vice president to the board of directors. The cut off time will be the first week in July for the fall season and the first week of January for the spring season.

III. TEAM REGISTRATION
Each team must register a minimum of fifteen (15) players, at least seven (7) must be women, through the city representative and prior to each season's registration deadline. Additional players may be registered anytime, through the city representative. Regardless of when a player is added, each team may not have more than twenty-five (25) registered players on its roster at any time. Each player participating in a DASL game must be in possession of a valid player pass at the start of that game. A valid player pass will only be issued by the city representative, as approved by the Registrar upon presentation of proof of age, a clear current photograph of the player, all appropriate dues, and the completed registration and waiver forms required by DASL.

IV. PLAYING TEAM COMPOSITION
Teams may have a minimum of three female field players and a maximum of five male field players to start the game. The goalkeeper does not count as a field player and may be of either sex. One exception: if a female player is either ejected or injured during a game and the team does not have a female substitute, the team can play with two women field players as long as the total number of players meets the minimum number of required field players(7).

V. PLAYER ELIGIBILITY
No male player shall register before attaining the age of thirty (30). No female player shall register before attaining the age of twenty-five (25). A player participating in a DASL game must be in possession of a valid player pass at the start of that game.

VI. PLAYER TRANSFER
No player may transfer from a DASL team to another DASL team until after the last game of either the fall or spring season, unless approved by the team representative of the departing player's team.

VII. TOURNAMENT PARTICIPATION
DASL teams may participate in tournaments or play non-league games on non-scheduled league days.

VIII. AWARDS
DASL shall not give any awards for players, team or city performance.

IX. SEASON DURATION
All scheduled fall playing season games should be played by the end of each December. All scheduled spring playing season games should be played by the end of each June.

X. CONFLICTS WITH YOUTH GAMES
All scheduled youth tournaments have priority over any scheduled DASL game. Scheduled games may be changed by request to the Vice President if a tournament causes loss of fields, players, or referees to either team participating in the DASL game.

XI. YELLOW CARDS
A player receiving a Yellow Card during a DASL games must be immediately removed from the game and may not return to the game for at least ten (10) minutes. The team is allowed to send a substitute for this player into the game at the same time the player leaves the field.

XII. RED CARDS
A player receiving a Red Card during a DASL game must surrender the player pass which is to accompany the game card and forward both to the Disciplinary Committee Chairperson.

XIII. GAME PROTESTS
All game protests shall be heard by the Disciplinary Committee. Protests mast be submitted in writing no later than seventy-two (72) hours after the game in question and must be submitted directly to the Disciplinary Committee Chairperson. A ten dollar ($10.00) fee must accompany each protest. The fee will be returned if the protest is upheld and retained by DASL if the protest is denied.

XIV. APPEALS
The DIRECTORS will hear all appeals of the Disciplinary Committee's decisions. The appeal must be submitted in writing no later than seventy-two (72) hours after being notified by the Disciplinary Committee and must be submitted directly to the President. A ten dollar ($10.00) fee must accompany each appeal. The fee will be returned if the appeal is upheld and retained by DASL if the protest is denied.

XV. USE OF ILLEGAL PLAYERS
Any player(s) or team who either knowingly recruits or allows an ineligible player to play in a DASL game will be suspended for a full calendar year. Such suspension shall start with the date set forth by the Disciplinary Committee.

XVI. ALIGNMENT COMMITTEE
The Vice President shall form an Alignment Committee at the end of each playing season to evaluate the teams based on their playing record. Before the next playing season the Alignment Committee shall submit a recommendation for the realignment of the divisions to the DIRECTORS.

XVII. HOME TEAM RESPONSIBILITIES
The home team shall be responsible for the field, field markings, goals, corner flags, game ball, and game card. The home team must contact the visiting team at least two (2) weeks prior to the game and give the game time and location site. Rescheduled games, which must be reported to the Vice President, will be played as soon as possible. The home team shall change uniforms in case of a color conflict.

XVIII. GAME CARDS
For games either played or forfeited, the home team must forward the game card to its city representative. The city representative will forward the game card to the vice president. If the game card indicates a caution, ejection, or violation of the Disciplinary Guidelines, the city representative must forward the game card to the Disciplinary Committee Chairperson and must forward a copy of the game card to the vice president.

XIX. REFEREES
All DASL games will be officiated in accordance with FIFA rules, except as superseded by DASL rules. No "Gentleman's Agreements" concerning either the rules or playing conditions shall be made by the playing teams. Referees shall be currently licensed (national, state or local organization). If two referees are not available for a game:

A. Both teams may agree on playing the game with only one referee or

B. The referee may authorize two persons over 15 to act as linesmen so the game may be played.

 If neither of the two options can be met; the VP of the league will try to reschedule that game as soon as possible prior to the end of the current session.  If the game cannot be rescheduled or neither team can play on the scheduled date; the game will be recorded as a null game. If either team refuses the scheduled makeup date or cannot field a team they will incur a forfeit.

Referee requirements are:

C.  A three person system: center referee at least twenty-one (21) years old and two lines person at least fifteen (15) years old. Or

D.  A two person system: both referees at least eighteen (18) years old. Or

E.  In the event of a referee not showing up; one referee with the consent of both teams.

Teams will share the referee cost, as determined by DASL, on an equal basis and will pay the referees prior to the start of the game. Qualified referees shall be paid for all games to which they are assigned and for which they appear, even if the game is forfeited or not played for any reason. Games must either be forfeited or canceled by 9PM local time the Friday before the game by notification of the other team, referee coordinator and DASL president. Failure to notify the three parties by the deadline and the team responsible for the forfeit or cancelation shall be
responsible for paying the referees.

XX. PENALTY KICK AND DROP BALLS
Women shall take all penalty kicks and drop balls.

XXI. SLIDE TACKLING
Slide tackling is prohibited and will be penalized as dangerous play. The penalty shall be an indirect free kick from the spot of the infraction. Flagrant or purposeful slide tackling will be penalized as violent play. The penalty shall be a direct free kick from the spot of the foul, unless the foul occurs within the defensive penalty area, in which case a penalty kick will be awarded. XXII. USE OF HANDS AND ARMS
Any player may protect sensitive body areas from imminent danger from the ball by using the arms and/or hands to protect themselves, as long as the arms and hands are kept close to the body and are not used to direct the ball.

XXIII. EXCESSIVE FORFEITURES
Any team forfeiting three (3) or more games during a season will not be allowed to register for the next season unless a petition to the DIRECTORS is approved.
