Dear Official;
We are pleased to have you refereeing the soccer games of the Diablo Adult Soccer League. Our folks are out to have fun and exercise. We ask you to keep the game in this spirit. If there are any unusual problems, the Disciplinary Committee wants to know about it. You, the referee, are the best person to tell us who is not playing in the spirit of the game.
As referee, your first
responsibility is the safety of the players. If in your opinion, at any time,
this safety is threatened, you must stop the match. The decision to play the
game or not is solely your responsibility, no gentlemen’s agreements.
ADMINISTRATIVE PROCEDURES
All participating players must be in possession of a valid D.A.S.L. player pass. The game shall start on schedule or as soon as the minimum number of required players are present, but not later than fifteen minutes past the scheduled start time. In circumstances beyond your control, i.e. late first game, sprinklers on, etc., common sense shall prevail. IT IS YOUR RESPONSIBILITY to decide whether the above conditions are met or not. If they are not met a forfeit shall be recorded on the game card. Your responsibility ends at this time. Teams may then play a non-league game.
Make sure that the home
team manager fills out the game card properly. If not, return the card to the
manager and have him/her correct it. You will also collect your fee at this
time. When you complete the game card after the game, make sure that you print
your name. Please include your phone number so that we may contact you for
additional information if needed. The completed game card, including the passes
of RED-CARDED players, must be returned to the home team. It is the obligation
of the team representative (manager) to mail the passes and game card to the
appropriate person. Please notify the disciplinary chair following the game by
phone or email to identify any team whose player was sent off in your game.
§ Excluding the goalkeeper, a team may have one more male player than female players on the field, but not more than five. If a female player is injured or cautioned—and must therefore leave the field of play—and no female substitute is available, the team need not remove a male player from the field.
§ A team may play with more women than men.
§ Substitutions shall be according to U.S.Y.S.A. rules of play.
§ Women players shall take all Dropped Balls by the referee.
§ Slide tackling is prohibited and must be penalized as playing in a dangerous manner by awarding an indirect free kick to the opposing team. Flagrant or purposeful slide tackles may be penalized as unsporting behavior, in which case the player is cautioned and a direct free kick awarded to the opposing team. Normal FIFA Laws of the Game shall govern slide tackles which, in the opinion of the referee, constitute serious foul play or violent conduct.
§ A player who receives a caution must leave the field of play for ten minutes. If the caution is for dissent, the player must leave the field of play for twenty minutes. Time spent off the field during the half time interval does not count toward the mandated time off the field of play for a caution.
§ Players may reflexively protect sensitive areas from imminent danger from the ball by using their arms or hands, provided they do not attempt to direct the ball.
§ Women players shall take all penalty kicks.
We ask you to observe the descriptions of fouls and misconduct resulting in both cautions and sendings-off, and their corresponding letter on the back of the game card. These descriptions are not meant to add to, or subtract from the 7 official Cautionable Offenses or the 7 official Sending-Off Offenses in the FIFA Laws of the Game. Rather, they assist the Disciplinary Committee to track the nature of the offenses committed and assess disciplinary sanctions more precisely.
Please circle the letter on the front of the game card that best describes the offense, print the players name (last and first, in case of identical last names) and whether she/he plays on the home team or as visitor. If a player receives a second card, two letters should be circled for him/her. In case of a RED Card a detailed report must be mailed (or emailed) to the above address within 48 hours.
