Review and Approval of Previous Minutes:  (September 14, 2005)

 

A clarification was requested for the Orinda report regarding the use of 3 referees.  The following words replace what was published in the draft minutes: 

 

Orinda team (Heavy Traffic) when home team, may use 3 referees when circumstances make this appropriate.  Visiting teams should be prepared to pay half of the referee cost which for a 3 referee game would be half of $125 or $62.50.”

 

Pam Blessington moved that minutes be approved as corrected.

Christine Helmer seconded.

Summary of Action Items from this Meeting:

Clarification of League Rules regarding Number of Referees:

 

At the May 18th AGM two changes to the DASL Constitution were approved by the league members.  Article XVII, Home Team Responsibilities, was changed such that home teams are no longer responsible for referees and referee instructions.

 

Article XIX, Referees (shown below) adds the option of playing a game with only one referee.


“XIX. REFEREES
All DASL games will be officiated in accordance with FIFA rules, except as superseded by DASL rules. No "Gentleman's Agreements" concerning either the rules or playing conditions shall be made by the playing teams. Referees shall be currently licensed (national, state or local organization). If two referees are not available for a game:

A. Both teams may agree on playing the game with only one referee or

B. The referee may authorize two persons over 15 to act as linesmen so the game may be played.

If neither of the two options can be met, the VP of the league will try to reschedule that game as soon as possible prior to the end of the current session.  If the game cannot be rescheduled or neither team can play on the scheduled date, the game will be recorded as a null game. If either team refuses the scheduled make up date or cannot field a team they will incur a forfeit.

Referee requirements are:

C.  A three person system: center referee at least twenty-one (21) years old and two lines person at least fifteen (15) years old. Or

D.  A two person system: both referees at least eighteen (18) years old. Or

E.  In the event of a referee not showing up; one referee with the consent of both teams.

Teams will share the referee cost, as determined by DASL, on an equal basis and will pay the referees prior to the start of the game. Qualified referees shall be paid for all games to which they are assigned and for which they appear, even if the game is forfeited or unplayed for any reason. In case of games either forfeited or canceled with less than twenty-four (24) hours notice, the team responsible for the forfeit or cancel shall also be responsible for either notifying or paying the referees.”

 

It should be noted that the issue of referee cost (addressed by Article XIX) was not changed.  “Teams will share the referee cost, as determined by DASL, on an equal basis and will pay the referees prior to the start of the game.”

 

Thus all games played in DASL have an option of one of these three ways of providing referees.  If three refs are scheduled for a game, the teams should expect to pay equally for the privilege.

 

Referee assignment varies from City to City.  In practice most teams will have 2 referees.

 


League Reports:

·        Game cards are still slow to come in.

·        P. Blessington agreed to provide 30 labels addressed to PM and 60 addressed to AG for city reps to use for sending in game cards.

·        The schedule has been ironed out for the most part.  Only three games (on October 30th) don’t have field locations.  The website will be updated once fields are secured.

·        When possible, game results will be posted every Tuesday.

·        The results of all games played to date have been reported.

 

Registrar Report:  Karl Thomas

 

·        Requested the return of the league PC to update rosters.  Action by P. McNamera to turn over PC to K. Thomas.

 

Treasurer Reports:  Pam Blessington

 

·        Danville money has been paid.  Still needs money from San Ramon.  Will report current league finances once money is in from San Ramon.

 

City Rep Reports:

 

Danville:  Christine Helmer

 

·        One upcoming game is scheduled for 8:30 am – an unusual time.  Teams should pay special attention to this and remind players.

·        At Danville City meeting, J. Walshe mentioned that it is the home team responsibility to line fields.  In some cases, cities have been hired to do this.

·        Some referee complaints reported to the referee coordinator – J. Walshe:

-           Referee got in the way of play

-           Referee did not know the rules regarding a throw-in to the keeper.

·        Rain numbers have been posted on the web site.

·        Teams need to review the contact information of team representative and the jersey colors listed on the web site and to contact A. Germek regarding the need for any changes.

·        Danville asked what was the cost for DASL insurance ($1,800).  [The insurance policy expires on 2/1/06]

·        Danville is owed $200.25 for field lining for the Diablo Cup.

·        C. Helmer will be vacating her positions of team representative and city representative.  [K. Thomas offered to fill in as City Representative until the AGM in May.]         

 

Orinda:  Stuart McAllister

 

·         Wanted to straighten out the issue with number of referees.  [See Clarification of League Rules at the beginning of the minutes.]

·         At a recent game, a Yellow Card was not noted on the game card.  How often does this happen?

 

 

San Ramon:  Bill Gilfillan (not present)

Walnut Creek:  Cindy Phillips (not present)

New Business:

 

·         There has been an issue regarding the new rules allowing play if there is only 1 referee.  At a game where there was only referee present, a team that did not have enough players to start the game would not agree to play with only 1 referee.  After some discussion, it was generally agreed that before reconciling the issue of playing or not playing with one referee, both teams must have the required minimum number of player and all of the other game requirements must be met – lined field, goals, flags, game ball. 

·         Regarding Walnut Creek fields, it was mentioned that the league previously had Lafayette teams who since joined Walnut Creek due to lack of fields.  Lafayette is now building new multi-use fields.   It is likely that there will be a sports alliance set up to allocate field use.  Since Walnut Creek has had trouble with fields, they might want to consider moving some teams to Lafayette where there might be better access to fields.

·         A concern was expressed about DASL having trouble recruiting and keeping players, particularly women.  Some DASL players from Brentwood and Antioch are considering playing in those cities.  Also, there seem to be fewer people joining the league than in the past.  There continue to be concerns by team representatives regarding the number of women interested in playing.   The suggestion was made that the league consider lowering the minimum age for women to 25.  An alternative would be to split the league into two divisions – (27+ for Women and 30+ for men)  and (35+ for women and 40+ for men).  It was pointed out that the three “skill” divisions currently in use naturally handle the age/skill differences.  It was also mentioned that if the Danville sports alliance could get support of the women minimum age to be 25 then such a change in the constitution could pass.
