The League has over 600 players.

League Reports:

Disciplinary Chairmen’s Report:  Pat McNamara

                                   

·         There have been 3 suspensions for red cards

·         Overall, there have not been many disciplinary issues

 

The suspension Process                    

 

1.      Game Ends (final whistle)

2.      Game Card lists any Yellow or Red Cards that may have been issued

3.      Home Team Captain sends game card in to:

a.      City Representative and on to the Vice President if “Clean”

b.      City Representative and on to the Disciplinary Chairman if there are any yellow or red cards (includes player pass for Red Card player)

4.      Disciplinary Chairman evaluates the Yellow and Red Cards

a.      Red Cards almost always result in a Suspension (Disciplinary Chairman tells the team representative how long the player pass will be kept (number of games that must be missed)

b.      Disciplinary Chairman has some discretion regarding suspensions.  Can talk with referees regarding circumstances of the Red Card.

c.      All suspensions are based on a point system.  Each infraction (yellow or red card) carries points depending on the cause.

d.      If the sum of points in a 13 month period is greater than or equal to 9 points, there will be a suspension.

5.      It is rare that one yellow card alone will result in a suspension, however yellow card points will add to the total games of suspension from a Red Card.

6.      Disciplinary Chairman usually does not talk with the offending player.

 

Appeals

1.      A Team can appeal the outcome of the game if there has been a “miss-application” of the rules.  The appeal must be submitted within 48 hours of the game’s conclusion and a $10 fee must be included (refunded if appeal is upheld)

2.      Individual cards cannot be appealed because it is a judgment call by the referee.

3.      “The only facts are what the referee believes, regardless of what anyone else thinks or thinks they saw.”

·         Last Year (May 04 – May 05) League costs were $50 per team.  This covered insurance, game cards, meetings and referee patches.

·         This Year (May 05 – May 06) league costs will be $100 per team.

·         League costs vary by year – $75 (2003), $50 (2004), $100 (2005).

New Business:

 

The Diablo Cup is scheduled for July 16th and 17th.  Flyers are being sent to last year’s participating teams and city Representatives.  Expect to have a maximum of 14 or 16 teams.

Need volunteers to help with the registration, set-up and clean-up. 

 

Incumbent officers (see introductions) and Adam Germek (volunteering to be Vice President) are candidates for league office.  There were no other nominations of candidates for league office.  The incumbent Board along with Adam Germek was voted in.

 

Two proposed Constitutional changes were reviewed (see attached).  (One change – Proposed Change 1 - addressed Home Team Responsibilities and the other change – Proposed Change 2 - addressed the consequences of not all referees being at the game).

 

A total of 29 ballots were received for Proposed Change 1 which passed by a margin of  – 26 for, 3 against

A total of 28 ballots were received for Proposed Change 2 which passed by a margin of – 25 for, 3 against

The two changes to the Constitution will become effective in September.
