Review and Approval of Previous Minutes:

Minutes were approved with one correction under New Business.  The correction clarified that the Orinda team (Heavy Traffic) will be expected to host 6 games, but not necessarily on Orinda fields.

League Reports:

Disciplinary Chairmen’s Report:  Pat McNamara

The player discipline status maintained by a previous Disciplinary Chairman has been obtained and reviewed.  The League database of disciplined players will be updated.  Currently there is just one player who is under suspension – 2 more games remain from a suspension during the spring session.

A proposed clarification of Administrative Procedures for referees was handed out for review and comment.  It was also proposed that the website be updated to clarify these administrative procedures.

It is also planned that the DASL exceptions to the FIFA rules will be clarified on the Website.  Other important issues such as the requirement for shin guards and clarification of slide tackling will be handled separately.

Operations Report:  Wes Motschmann

The Fall session schedule is with the City Reps for review.  There have been two teams added (see new business) putting 10 teams in each of the 3 division.   It was suggested that the league consider always keeping an even number of teams to avoid bye’s.  A related comment mentioned not enacting a specific bylaw requiring an even number of teams, but maintaining flexibility in accepting new teams on a case by case basis.

No new game cards were available.  City reps should coordinate the distribution of available game cards among their teams.

The first games of the Fall session will be on September 12th.

Registrar:  Karl Thomas

City reps need to send release forms just for new players along with team rosters to the Registrar.  The Registrar will use the team rosters to update the League Player Database and forward a copy to the Disciplinary Chairman.

Treasurer Reports:  Pam Blessington

The league is requiring $50 per team before September 1 for league fees.

City Rep Reports:

Danville:  Christine Helmer (reported by prior City Rep, Karl Thomas)

Danville is planning to change their approach to charging player fees.  It had been $40 per city resident and $80 per non-resident.  The current plan is for each team to charge all players equally from a base team cost of $725 per year.  The Danville Sports Alliance fee has gone from $1 per player to $5 per player.

San Ramon:  Bill Gilfillan

San Ramon will have two fields available for the Fall session.

Walnut Creek:  Linda Zoccoli

The City of Walnut Creek requested a copy of the league’s Certificate of Insurance.  Walnut Creek United has a new team rep and needs more women players.  (It was noted that Gene Stoegbauer should be the clearing house for finding new players.)

Orinda:  Stuart McAllister

The Fall session fields for Orinda are all set.

Unfinished Business:

Stuart McAlister explained the steps his City/team has taken to ensure the availability of fields for both the Fall session and next season.  They began very early making arrangements.  Also, one individual has been given the assignment to coordinate fields.

New Business:

Two new teams (CSA United and Newcomers) were being considered to join the league.  Both would start in the “C” division.  After some discussion regarding these teams having local players and fulfilling all the league requirements for new teams a motion to add these two teams was passed.

Member’s Concerns:

There was an issue with the schedule having 2 early games at Arbolado and only 1 late game.  The problem was getting referees who would be willing to do just one game.  The Walnut Creek City Rep is to discuss this matter with the Ref Coordinator (Jim Walshe).

Some issues with the web site include:  There is no access to the Potential Players List, the Disciplinary Information is out of date (being addressed by the new Disciplinary Chairman), and sometimes the results and standings do not get updated very soon after the games are played. (The Operations VP indicated that the results and standings are updated when the majority of the game cards have been turned in.  In the past, the game cards have not consistently been submitted promptly by many of the teams.)

Meeting adjourned at 8:20 pm.
